Looking innocent enough, the pair of terrorists wrote notes about the photos they took of the capitol building. Thinking they were merely tourists, the guards were unobtrusive as they snapped pictures of security cameras, exit doors and stairways. It would take them a few days to supply this information to the leader of their group.
